Dale Connor

Americas | Dale Connor is the Managing Director for Actus Lend Lease and Executive Vice President of Lend Lease Investment Management Americas. As Managing Director, Dale is responsible for overall Actus Lend Lease business unit leadership. Dale has been a member of the Lend Lease group for more than two decades and most recently served as Actus’ EVP for Design and Construction, responsible for the delivery of all design build contracts for the company. Dale has wide-spread experience in privatization and design and construction project management. He and has worked extensively in the construction industry across Australia and the UK and also ran the operations for Bovis Lend Lease in China for over 3 years. Dale graduated from the University of Queensland in Australia with a Civil Engineering degree in 1988. He is a member of the Association of Defense Communities and Urban Land Institute. |

Chris Wilson
Executive Vice President
Development Operations | Chris Wilson serves as Actus Lend Lease’s Executive Vice President - Development Operations. In this position, he is responsible for the post-award successful delivery of all Actus projects. Chris has extensive experience in the concept development and community masterplanning phases of major real estate development projects. He has also overseen the team management of multiple disciplines, including design, cost planning, project management and construction. Chris has been with the Lend Lease group nearly 18 years, working in various capacities of project management. He holds a B.S. in Engineering from Sydney University and has graduate management qualifications from the New South Wales Graduate School of Management. |

Charles E. Parker

Business Development | Charles Parker is Executive Vice President of Business Development for Actus Lend Lease. Chuck joined Actus Lend Lease in 2003 and previously served as Senior Vice President of Development, responsible for new project development, negotiations and client relations for Actus Lend Lease’s U.S. Army projects. He has more than 20 years’ experience in executive property management, redevelopment and project management. Prior to joining Lend Lease, he was President of SWH Property Management, a hotel and property management apartment firm in Atlanta, GA. At Lend Lease he is responsible for all housing privatization operations including development, construction, management, communications, military affairs and corporate privatization development activities. Chuck holds a B.S. in Engineering from the United States Military Academy at West Point. He is a member of Urban Land Institute (ULI), Professional Housing Management Association (PHMA) and Association of Defense Communities (ADC). |
Richard G. Hawes
Executive Manager - Hawaii
Actus Lend Lease LLC | Dick Hawes oversees all Actus operations in Hawaii. The two major projects are Army Hawaii Family Housing and Hickam Community Housing. Dick has over 30 years of experience with construction and facilities management, most recently as the Chief Facilities Officer/Director of the Montgomery Public School System in Rockville, Maryland where he was responsible for the planning, development, and implementation of a system-wide facilities master plan. Prior to that he was Branch Chief, Facilities and Support Services, for the U.S. Environmental Protection Agency in Washington D.C. and he worked for the Baltimore County School System as well as Whiting-Turner Construction Company, Baltimore Gas & Electric and the Bechtel Incorporated. Dick has a B.S. in Civil Engineering from the University of Maryland, and an M.B.A. from the University of Baltimore and he is a licensed professional engineer. |
Marc D. Sierra

Portfolio Management
Actus Lend Lease | Marc Sierra is Senior Vice President of Portfolio Management for Actus Lend Lease, responsible for fulfilling the obligations of the Managing Member for the project companies, and maintaining a client relationship with each military service conducive to effective public private partnership. Previous roles for Marc at Actus include Portfolio Director for the Navy and Air Force Programs, Director of Asset and Property Management and Senior Program Development Manager at Army Hawaii. Marc graduated from the U.S. Military Academy at West Point and earned a BS in Behavioral Science and Engineering. He is a veteran of the U.S. Army and served with the both the 82nd Airborne Division and the 10th Special Forces Group. |
Phillip Carpenter

Corporate Director of EH&S
Actus Lend Lease | As the Corporate Director of EH&S, Phillip is responsible for the creation and implementation of the Incident and Injury Free strategy for Actus Lend Lease and the US Investment Management Business. He enforces the principles of Incident and Injury Free with a goal of creating a safe and healthy environment for people who work and live in our communities. In his previous Actus roles as Director of Operations and the Director of Facilities Management, Phillip was responsible for the performance of Project Company operations including Asset and Property Management, Facilities and Project Management. Phillip has over 25 years of experience in supporting the United States Department of Defense in these type operations and has been with Actus for three years. Phillip is a member of the Actus Senior Management Team and also served as a member of the Executive Leadership Team of the US Retail & Communities business. |
Simon Benson
Finance Director
Actus Lend Lease | Simon Benson is the Financial Director for Actus Lend Lease. He is responsible for accounting, financial administration, reporting & budgeting. Simon has had extensive experience in the construction industry, working with Lend Lease for 10 years. Simon has an undergraduate degree in Psychology from Melbourne University and a Masters degree in Accounting from the University of New South Wales. He is a Certified Practicing Accountant, and member of the CPA Australia.
